English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest poll of local authorities, UK councils are planning to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to support their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of authorities attempting to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in southeast England said its asset disposal plan featured the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Strains

The survey of local authorities in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to raise council taxes next April to address the growing cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and financial savings,” stated a council leader.

He added: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week further found council budgets being strained by the increasing figures of young people and adults requiring Send support.

A network of councils said that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“While only one key city is in the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the survey found.
